   A Bio-Android can absorb this skill.
   This is an in combat skill that can start fights.

   Kanassian's are able to focus their psychic powers to open a portal
   to the rift, where they can summon forth a warpstorm and order it to
   strike themselves. They then channel these lightning bolts into a
   sphere of psychically charged energy, before unleashing this tempest
   on their foes.
