Imported from the game’s own help, and only staff can change it — a help file that quietly stops matching the game reads as authoritative and is wrong. If it has changed in game, send the new text through the contact form and somebody will paste it in.

A conflict is anything from a bad argument to harrassment, when two players
fail to get along and cannot resolve it peacefully, this is a conflict.
This should be brought to the attention of an enforcer, to see if they can
resolve it, if the enforcer is unable to, they or you can consult the Head
Enforcer who should be able to remedy it.  If you are still disatisfied
with the Head Enforcers resolution, bring it up to the Head Admin, who can
fix anything, the final step would bring it up to either Veritas or Rendo
and thier solution stands final.  Follow this trail when attempting a
resolution, as going straight to the top will be disregarded.
