                            EVIL CONTAINMENT WAVE

Evil Containment Wave is a unique ability that humans regardless of their
archetype have access to. Master Mutaito used this against King Piccolo and
sealed him away in a rice cooker. It is later used by multiple different
characters.

On DBI this technique is on a long cooldown - 30 minutes at the time of
writing, so you can't just ECW everyone every time you get into a fight.
It also has a base chance of 20% of working, but you gain an additional
+3% for each level of heart you are currently sustaining, adding up to
a total of 65%.

When used against certain "evil" races like Bio-Androids this has an
additional +35% of working.
